THE NORTH CAROLINA WEATHERIZATION ASSISTANCE PROGRAM has been assigned a significant role in the American Recovery and Reinvestment Act of 2009. As a subgrantee of this program, COMMUNITY ACTION OPPORTUNITIES has the continuing role of providing weatherization services to homes of low income families in BUNCOMBE, MADISON, HENDERSON, and TRANSYLVANIA COUNTIES. During the course of these projects, subcontracted work may be required to service and/or install heating equipment in customers homes, to furnish and install insulation in customers homes, to perform minor electrical repairs in customers homes, and to perform minor plumbing repairs in customers homes.

COMMUNITY ACTION OPPORTUNITIES is requesting proposals from interested parties who are properly licensed contractors in the State of North Carolina in the following individual trades: (Click to access individual proposal documents)

* INSULATION
* ELECTRICAL
* PLUMBING

Completed forms must be received at 25 Gaston Street, Asheville, NC 28801 by 5:00 PM local time, Thursday, June 30, 2011.

MINORITY, WOMEN, AND DISABLED OWNED BUSINESSES ARE ENCOURAGED TO PARTICIPATE IN THE BID PROCESS.

ALL CONTRACTORS ARE REQUIRED TO COMPLY WITH THE DAVIS BACON ACT, and must insure that all laborers and mechanics employed on projects funded or assisted in whole or in part by Recovery Act funds are paid prevailing wage as determined by the Secretary of Labor. Requirements are set out in the Department of Labor regulations at 29 CFR Parts 1, 3, and 5 are applicable. The contract clauses from 29 CFR 5.5(a) will apply to this Request for Proposals and will be included in all contracts and subcontracts for the performance of the work.

PREVAILING WAGES AS DETERMINED BY THE DEPARTMENT OF LABOR are posted at the State of North Carolina website at www.wdol.gov and the specific minimum hourly rates for the trades listed above are currently:

HVAC worker $14.41 + $3.79 fringe
Insulation worker $13.64 + $5.30 fringe
Electrician $ 8.25
Plumber $ 7.25
