Head Start Program Policy Council

The Policy Council is a formal structure of Head Start program governance that provides parents and other community representatives with the responsibility and opportunity to participate in shared decision-making concerning program design and implementation.

The Policy Council has established by-laws that ensure clarity and consistency. Community Action Opportunities provides parents, community representatives, community partners and staff with training regarding program governance so they understand and support the Policy Council.

Parent Committees provide every parent of an enrolled child with the opportunity to assist in the development of activities that address their interest and needs and that support the education and healthy development of Head Start children.
It is essential that families with children in Head Start play an active role in making decisions about such services, and that the Head Start program reflects the community as a whole.
